what number of aces denotes a success on a morale roll? is it just 1?

I actually had a super quick question on fear, Ugdru-rashaar have Fear (3) is that suppose to add dice to the opponents roll or take 3 away from their roll (sorry i'm just a little confused on it)
Because it seems like I should make something with 5 mind only roll 2 but at the same time that seem REALLY strong.
